Watchdog Report filed by Glen Seamons (Franklin Idaho) —
Mayor Hawkes said the new administrator is legal. He referred to Idaho code 50-204. Idaho code 50-204 says the Mayor can appoint officers. It does not say that a council member can hire the Mayor to be an officer in the city. Mayor Hawkes said he did this so we can't vote Kimpton out. He wants an Administrator that stays in if we like the job he does or not. We have no voice. That is right here in Franklin. Read the minutes from November meeting. Mayor Hawkes has stated in other city meetings that we have no voice. He made his decision and it is a final decision and if we don't like it we can hire a lawyer. He has also stated, in another city meeting that this is the worst thing that has happened to Franklin City.
The founding fathers said they wanted England to listen to them. It took a revolution to get them to listen. But when the revolution was over we had freedom. The founding fathers left us a document to protect what they fought for. The constitution! First amendment of the constitution says:

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.Did you notice the part that says we have a right to petition the government? Is that what Hawkes thinks is the worst thing to happen to Franklin?

Government is instituted for their equal protection and benefit, and they have the right to alter, reform or abolish the same whenever they may deem it necessary; and no special privileges or immunities shall ever be granted that may not be altered, revoked, or repealed by the legislature.Does Hawkes think this is bad also? Why is it so wrong to question local government? Are we to just follow blindly while he spends the budget on an administrator that is not needed????
